  1. I think that the hay would sprout and would be filled with weeds from past experience trying to use our Texas hay in the mulching process.

  2. Unless you use oat straw you will have weeds coming up in the hay. Oat straw is the only hay I would use for mulch, or this. I have also used other hay with really bad results.
